South Korea's FDA Bans Seven Hair Dye Ingredients, Enhances Safety Regulations

South Korea's Ministry of Food and Drug Safety has announced a ban on seven specific hair dye ingredients due to potential genetic toxicity and tightened usage limits on two others.

This move is part of a revision to the 'Cosmetic Safety Standards Regulation'. The prohibited ingredients are 2-amino-4-nitrophenol, 2-amino-5-nitrophenol, o-Aminophenol sulfate, m-Phenylenediamine sulfate, Nitro-p-phenylenediamine, o-Chloro-p-phenylenediamine sulfate, and 2-amino-5-nitrophenol sulfate.

The two ingredients with tightened usage limits are sodium perborate and sodium perborate monohydrate, and hydrochloric acid 2,4-diaminophenoxyethanol.

Additionally, the ministry has started providing CAS numbers for restricted cosmetic ingredients for easier identification, and has incorporated a new UV-blocking ingredient into the regulation.

Following six months from the revision, products containing the banned ingredients will no longer be manufactured or imported, with a two-year grace period for selling existing stock. This decision reflects South Korea's commitment to ensuring the safety and health of its citizens in cosmetic use.

Daegu and North Gyeongsang Province's Cosmetics Exports Surge 16-Fold Over a Decade

Cosmetic exports from Daegu and North Gyeongsang Province in South Korea have seen a significant boom, with a 16-fold increase over the past decade, as reported by the Korea Trade Association's Daegu and North Gyeongsang branch.

The annual growth rates of 32.0% and 31.9% for Daegu and North Gyeongsang respectively far exceed the national average of 23.2%.

This surge has elevated cosmetics to a higher rank in regional exports, with the sector's global reach expanding from 25 countries in 2013 to 79 in 2023 for Daegu, and from 35 to 66 countries for North Gyeongsang.

Despite this growth, the proportion of exports relative to the number of local cosmetic companies remains low, attributed to a lack of large-scale OEM and ODM manufacturers in the region.

The Korea Trade Association emphasizes the need for policy support to enhance the value-added potential of the cosmetics industry in these regions.

Misleading Claims in Microneedle Skincare Products: 82 Cases Identified

After reviewing 100 online posts, the MFDS found that 82 of them violated Korea’s cosmetics regulations, leading to requests for the posts to be blocked by the Korea Communications Standards Commission. The misleading advertisements primarily claimed that microneedles could penetrate deep into the skin layers or promised immediate pore reduction, both of which are not scientifically validated for general cosmetic products.
